Conflict of Interest
All members of the NHMSBC have attended a workshop run by the NHMSBC Attorney and understand the laws regarding Conflict of Interest. If a member believes he/she has a conflict of interest when deliberating or voting on an item, that member identifies the conflict, refrains from discussion on that topic, and abstains from voting.
What is the timeline to complete this building project?
Barring extraordinary delays in permitting, it is anticipated that the project would be completed by July 2017. The committee expects to review the timeline based on feedback from the construction manager in the Winter of 2015.

How did the Board of Education arrive at the projected size and cost figures for the project?
The size of the school is based upon the program space requirements provided by the Board of Education, and the State Space standard, based on student population.
The cost figures are based on an estimate of probable costs based on current data for school construction in the local area.
What are the Educational Specifications (Ed Specs) and how do they control of limit the building process?
The Ed Specs are prepared and ratified by the Board of Education. They define the program for the school as well as the space requirements and features to be incorporated in the building. The Ed Specs are a text version of the proposed building project, including a description of the desired end product, and details of the construction process necessary to achieve the end result. The Ed Specs are a tool used by the design professionals to direct them through the design phases of the project. The Ed Specs limit the building process by clearly defining what spaces and functionality the facility contains.
Who is responsible for overseeing the building of the project?
The North Haven Middle School Building Committee (NHMSBC) was appointed by a Town Meeting. The NHMSBC is comprised of volunteers who are citizens of North Haven. Click here to learn more about the committee members. All meetings are posted on the Town Hall website and are open to the public.
What is the role of a Construction Manager?
A Construction Manager (CM) is hired by NHMSBC to oversee all planning, coordination and control of building NHMS, and to meet all requirements set by the NHMSBC to produce a functionally and financially viable project that will be completed on time and within budget.A Construction Manager will be selected after the project passes a machine vote.
What is the role of a Commissioning Agent?
A Commissioning Agent (CxZ) is hired by NHMSBC to ensure the proper installation and operation of technical and mechanical building systems, working independently of both the designer and contractor. The NHMSBC will be interviewing and hiring a CxA during the construction documents phase of the project.
What is the role of an Owner’s Representative?
The Owner’s Representative (OR) works in the field and regularly monitors the contractor’s adherence to safety and project requirements, ensuring the highest quality job is delivered on time and within budget. The OR is there to ensure that the owner’s best interests are included in each decision and to make many decisions in the field on behalf of the NHMSBC, which is a more efficient process. The NHMSBC will be interviewing and hiring an OR in the construction documents phase of the project.
